I have no idea about cut-off rank but By 50th percentile, it means that your marks in NEET 2018 should be such that your marks come in top 50% of the candidates who will appear for NEET 2018. Similarly, 40th percentile will mean that you should score such that you come in top 40% of the candidates who will appear for NEET 2018. For CSE you can consider KIET, AKG, JSS or ABES. Also, you should have a good rank in UPSEE exam or in JEE (Mains).

I am not sure if you can get through ACPC into DAIICT because you haven't mentioned your boards percentile. Keep in mind only around 100 students get through ACPC so when you apply if your DAIICT merit rank is below 150 only then you can have a fair chance to be sure of admission into DA. Hope this helps. :)

WBJEE has a tuition fee waiver scheme where candidates with very low family income can get a seat in eligible colleges as per their TFW rank, receiving a waiver in college fees only. Prepare for Medical Entrance exams AIIMS JIPMER NEET UG to get into MBBS course. After you complete 5 and a half year MBBS course, you can give NEET PG again to get into MD Psychiatry course or Diploma in Psychiatric Medicine.
