Dear Shawet,
If you belong to Delhi and have a domicile from there, then I don't think you need a Migration certificate.
Transfer Certificate and Character Certificate is mandatory for everybody And If you are an outstation student, then you definitely need both the Migration Certificate provided by the board and issued directly by the school. You also need a transfer certificate issued and provided by the school and also a character certificate from school.

One of the top colleges under the exam of UPSEE is Institute of Engineering and Technology, Lucknow. So do prefer that.
