Both are same. The different is that if you are doing Engineering from the university main directly then you will get degree of B.E. And if you are doing Engineering from the college affiliated with the university, then you will get the degree of B.Tech. So, both are same.

It's never past the point of no return since you need to give careful consideration to your English dialect, revise rationale and snappy understanding capacity. ITM Navi Mumbai provides you 2years full time AICTE approved PGDM and if you talk about the placements, then it has been offered nice for the session 2016-18. The average package has been offered was 6.5 lacs per annum. With the highest being 14 lacs per annum at Amazon. The college has big names associated with it such as HDFC, Aditya Birla Group, Tata Motors, SBI, etc. Even internships and placements have been offered very well. Few companies are providing stipend up to Rs. 20,000 per month. Overall ITM is very good for the placements.

Getting CSE branch at this rank is quite difficult because this is the branch which gets filled very fast. Moreover, only in government colleges, there is SC quota. Other than that, there would not be any college that has SC quota.

Why do you want to do Bachelors again? Why don't you go for Masters? If you are planning to go to a college in the US (MIT or any other), then go for Masters only. Don't waste 4 precious years of your life just for a brand name in your resume. There is absolutely no point in trying to go for Bachelor's degree again. Also, in the end your Bachelors application might be declined.
