All the details for spot round are available on CBSE's site. In it you need to pay full fee for the semester on the spot so make a demand draft accordingly and take it with you.
In case you don't get a seat there you can go for private universities like Amity, Lovely, Sharda etc.

Both the fields are good and have their share of merits and demerits. But the main thing is your interest. If you are interested in field work then civil is a good option but if you want to sit in ac cabin and work from there then go for CSE.
