That depends on whether your college has a tie-up with Kota University. Lateral entries are only permitted when there is a tie-up with your college and the target university. You should check with the admissions department whether transfers are permitted in the 2nd year from Udaipur university to Kota University.

Yes, you can be based on previous academic scores moreover some private colleges don't consider scores as criteria anyone can join in them and some take it as low as passing marks.
