As you are doing Diploma in Maharashtra, you must be domiciled in Maharashtra. Perhaps one option that you can think of is getting admission into a deemed to be University, which are not bound by these rules.

Transferring from one engineering college to another? Even though it's possible theoretically, it's not possible practically. This is so since almost all private engineering colleges treat students as money making machine. Hence they feel that if you quit and go to another college, they will lose money. Preparing for CLAT with Class 12th is the perfect choice. Surely, it is a bit of a hassle, but if you can do both, then your preparations would be great, because you would get ample amount of time. If you prepare before class 12th, then it's just tedious and not worth it. If you prepare after class 12th, then it is very less time and you cannot complete the syllabus.
