Patna University offer safety related courses such as industrial or construction safety.but you need to check the official website or contact the university directly for confirmation. With a B.Tech in Civil Engineering you should be eligible. Look courses like Diploma in Industrial Safety or PG Diploma in Safety Management. BA graduates do plenty of things with their lives:
1. They appear for government jobs: Banking jobs, SSC Railway and even civil services. They appear for almost every exam.
2. They go for Law (LLB): Many want to become a lawyer. Humanities study give them edge also. Many lawyers and judges have arts background before law.

As per the reviews from the people who have appeared for the exam earlier, I have understood that the best way to study for this section is to read as much newspaper as you can. That's the best way to gain knowledge about GK. You may also follow http://yojana.gov.in/ and other government magazines. Also, be updated with one regular and one international newspaper. That's the best way to prepare.
