With 15 years of your education UK, would be the best study destination for you, as universities in US require 16 years of education for admission in MBA, though there are few universities which offer MBA even with 15 years of education.Also please remember all the good universities in US and UK require minimum 2-3 years of full time work experience after graduation.
You can pursue MSC/MA in management, marketing, finance, hr form universities in UK as this degree does not require work experience.
In order to get admission in UK or US universities for masters program you need to have:
Good academic background throughout.
