Hi Shankar,
Academic percentage is depend upon the program however ideally 60% and above is a good score for applying any course. Do let me know in which stream you are interested in doing MS from Germany.
As a university graduate you can,after completing your studies ,remain in the country for a further year to look for a job.A residence permit issued for the purpose of studying can,after a job has been found,be converted into a residence permit for taking up gainful employment.The residence permit which enables you to take up a job may be issued for up to 5 years.

better select the university and apply for one year research degree MRes. This will lead you to PhD.Normally when you apply for research you wi not get schorlaships becasue they don't know your standard of research. Hence by doing this reearch PhD will be reduced to two years and hope to get funding.

Hi Tirthankar,
This is a very subjective query, the answer to which may differ for person to person. According to me more than the degrees you hold your own capabilities and the capacity to perform would give you opportunities in life. That does not mean that the degrees hold less or no importance but when the companies would hire you they would look into your over all personality and the way you use your knowledge earned. Your 10th class certificate may be required once you have got a job as your birth proof, so for that you need to have an alternative which can be your original birth certificate.

Sahil this is not actually a question for an education forum. But since you have asked my personal opinion is that this policy should be used only when there is no other option left. .ie. as the last resort and that too after throughly confirming that those who are not connected are not harmed in any way. HI Tirthankar, without completing HSC how they provide you graduation course. Because for any graduation course you have to complete your HSC certification, then only any university and institute provides graduation course.
Mgmt course is definately better option for you in terms of education and for work experience related to your field. And Public Admin/HR/Business Admin course is definately helpful for you in your future career.
But make sure you have to complete your basic qualification.
