You cannot apply for a PR if you are jobless. Secondly, you will be giving some time to look for a job, around 1 to 2 years depending on the program of study. If you do not manage to find a job within the stipulated time frame you must come back to your home country.

JEE score is not used by admission in Merchant Navy colleges. If you want to join Merchant Navy, you are advised to appear for JAT conducted by Indian Maritime University. JEE score will be used by Indian Navy for selection in technical branch first time this year. Without historical data, it's difficult to predict what JEE score will be required for selection in Indian Navy in 2017.

Hello Aditi,
I am sure you would have started studying for your 12th quite some time back. If this is so then you don't have to worry much. Since syllabus for both is same, the difference is only in pattern of exam. Give some time for answering mock exam for both. Depending on how you score in these exams, prepare for the final exam with more attention given to weaker subjects.

Hi, your grades are too low for both the countries. You may still find very little options in Canada but Germany is a tough call. You can look for suitable options in Australia or even New Zealand. These countries too have a great demand for graduate mechanical engineers.
