There are many universities in India from where you can apply for correspondence course in finance and HR also you may go for MBA program in any of the respective specialization however from Singapore you cannot apply for correspondence course as a international student you have to apply for the full time course only.

To qualify for IAS, the minimum requirement is to qualify the Civil Services entrances that are conducted by the UPSC. The exam is carried out in two parts:
Preliminary Exam (Written test)
Main exam & Interview (of the selected candidates)
