Hi,
In order to get into the CBI, you have to qualify for SSC / UPSC exams. The minimum requirement is graduation from a recognized university and the age eligibility lies between 21yrs-30yrs. In UPSC their are two stages that you need to clear preliminary and main exam. To know more about the UPSC exams, kindly refer to the below links

BHSE is just like any other board which is established for development of education under the guidelines of national education policy 1986 Govt. of India, although, there are Institutes which accepts this board but not very highly ranked.

Dear Friend, if you want to go for research then why you are asking for distance education ? The best and easiest way for the research to go for B.Sc. (Agri) and perform good in Master in Agriculture and then you can join the Ph.D. program for a good research. The another way is B.Tech. and M.Tech. but according to current demand the best way is B.Sc. - M.Sc. - Ph.D.
