I am not sure what job you will get but you would be allowed to work part time for a maximum upto 20 hours a week or 4 hours a day. You cannot work for more than 20 hours a week par time.

PR does not depend on the institute where you study but on the kind of job you get after graduating. If you are employed after graduating from this college, and get a work permit, only then are you eligible to apply for PR.
