Please verify first whether your University is a recognised university by UGC/Association of Indian Universities or not. Your GRE score is definitely considered when a university is considering you for a scholarship. But you are not eligible for any kind of scholarship by taking this exam.
I have 1 suggestion for you however. Do not take the IELTS but take the TOEFL.
you can look into theTOEFL scholarship for Indian students. Once you take the TOEFL and score 100+, you would have to submit a scholarship essay and if TOEFL feels your a potential candidate, they would grant you the scholarship.
