yes if you have completed the second year in the year 2006, than too you can complete your graduation at any point of time through university, but while filling the examination form you will have to mention what was the reason why such a big gap has come or accrued, you will have to simply file an Affidavit format that will a GAP CERTIFICATE with the proper specification of the Gap and file through proper channel, than you can easily complete your graduation.
