For IES you need to sit for Civil Service Examination which has two levels preliminary & Final. As Civil Service Examinations are tough nut to crack advisable would be that you go for Coaching. However, if you plan for self study for Prelim: As the Prelim Exam pattern is changing now instead of subject Knowledge you have to focus more on areas like decision making skills, logical and analytical abilities and the knowledge in the services in which you want to pursue your career. Since the preliminary exam is an elimination round the candidate should also learn to focus only on the information needed and filter out the rest.
Mains: the preparation of Mains should start at least a year in advance. Just because you have to prepare for Essay, GS and the two optional you never get enough time (to prepare for all these) Further, it is on the basis of your performance in Mains, on which mainly depends the final outcome of your efforts. You should think about appearing in the Prelims only when you have had a strong grip over the Mains' subject matter.

There are very few options to get a M.Sc in IT through correspondence as the same is a science career and involves curriculum that is less supported through correspondence mode.

Considering your education profile, you can opt for some computer accounting courses including the most demanded one like Tally.
As for the CCNA/ CCNP is concerned, the option has a great career scope in the field of Networking but it entirely would depend on your interest and based on which you can choose for the particular course option. IT is a wide domain and holds a lot many sub streams rather than just the networking, there is database management, testing, if you are a creative person you may opt for courses in Multimedia as well like Animation, Graphic designing, Web design, Video editing and many more.
