Yes definitely you can. But its not only about your CGPA. Admission depends on your academic credentials, GRE scores, SOP, LOR's, and your complete application. Even with the best of credentials, one can get rejected from the best universities if a poor framed application is submitted. My advise to you is, score well in the GRE, and take professional guidance or counseling services if you want admission in the best. If you think you can write a good SOP and get good LOR's from your professors, then you need not go for counseling services.
