IAS is a tough Examination and highly competitive, so you need to start working on the preparation of IAS at an early stage. However, as every Individual is different and so is his Capabilities, it would largely depend on your individual capacity that how much time you will take to prepare. An average student would require at least an year to prepare for IAS prelim so, keeping in mind all the factors you can decide on what would be the right time for you to start your preparation.

IAS is a services offered by the Government of India and to get this position, you will require to qualify the IAS exam that is conducted by the UPSC. The exam consist of two phases - CSAT (preliminary/ objective type exam) and Main (Descriptive/ essay based).
The forms for the UPSC 2011 are already out and if I remember correctly the last date for application was yesterday i.e. 21st March.
Although applying for the UPSC this year may not be possible but then you may start preparing for the same and appear in the next year.

There is no concrete information on bridge or lateral entry courses in Kolkata it would be difficult to give you such specific information, moreover bridge courses or lateral entry courses are not easily available in India.
