u can certainly join CCNA and ccnp.
but it will be difficult to get a Network engineer job with your current qualification.
however if your communication is good, and if you study well,
you can get a job as a Hardware engineer and network support engineer, in charge of a smaller network like a cyber cafe.

Well as per my knowledge, there is no education system across India that gets you masters degree in 1 year. However if you talking about PG Diploma, then there is the possibility. I would suggest you to carefully take a decision as Education involves time and funds so go for the right option.
