Yes, you can apply for UGC NET exam, if your Diploma/degree/certificate from a foreign university is equivalent to a Masters degree of recognized Indian universities from Association of Indian Universities (AIU), New Delhi. But to appear for the exam, you need to score minimum 55% aggregate marks (For General) or 50% aggregate marks (For OBC/SC/ST/PwD) in post-graduation. PPL is an intermediate stage before CPL. Although it is not a compulsory one. Usually, aspirants do fly all 200 hours (as required for issue of CPL) on SPL itself. You may get PPL issued at an intermediate stage where you complete all it's requirements as decided by DGCA. It shall although might not be of any major use to you. As most of the air carriers require their pilots to hold a CPL.
