Since you have a reservation you can pull it off easily. I know a boy who got into iit madras with a rank around 5000-6000 (AIR) and he got around 400's in sc reservation. It even depends upon which IIT you want to get in, getting into IIT MUM can be very difficult.1-99 air rankers mostly prefer mumbai.
