Both are equally good. What matters more is where you reside and the location of your dream B-school. Anyway, there isn't a huge difference between the two cities in terms of good B-schools but in my opinion, choose Bangalore if possible.

Sorry to say, there is no chance for you to get any govt. college. I hope you might have taken some other exams too. If yes then you should be dependent on that exam because that exam can only give you a good college and prepare hard for the same.
You can also try for good private colleges.

There are no chances for you to get admission in BITS-Pilani. The official cut-off for any B.Tech program at BITS-Pilani is 296 marks (minimum). So only if you score 296 marks or above then you might get a chance to attend the counselling. If your score is above 300 then you are sure to get admission.
