Hi Harsh,
As mentioned earlier you cannot apply after a Diploma. You can apply to a bachelor degree program in India and complete the first year with good grades. You can be eligible after clearing IIT JEE Advanced too. For universities, etc. check DAAD website:

PGDM is an institute autonomous program which is approved by AICTE.
MBA is a program which is affiliated to a university.
Colleges which offer AICTE approved courses will also offer PGDM not MBA, for example, XYZ college is affiliated to ABC university they offer MBA course affiliated to that university, the same college is offering AICTE approved course it means they are offering PGDM which is not linked to ABC university.
Typically if any PGDM is to be equivalent to MBA then the course duration should be 2 years, a 1 year PGDM will not be equal to MBA course.
Even IIM's, XLRI's doesn't offer MBA degrees they only give PGP Diploma or PGDM

A lot of good companies came to our campus for placements, but institute doesn't guarantee 100 % placement. It wholly depends upon the candidate's performance in the interview and GD.

It is okay to do B.Tech from any college of your are interested your placement doesn't depend totally on the college but upon you. Take time and decide what you are interested in B.Sc or B.Tech, then you can do it from anywhere you want.

Yes, provided you cannot wait for another year or have no other better college available. Oriental isn't a popular MBA college. So, I would advise you to try for some other college or repeat CET (or any other exam) and score well.
