UPTU because:-
Uttar Pradesh Technical University ranks 38 whereas Rajastan Technical university ranks 53 among All India Ranking.
Hence UPTU is better.

I think its Amity Jaipur taking into consideration placement records, faculty, facilities and campus. Also brand name works.
Bit Jaipur does not have rights to award degrees. BIT Mesra provides degree for its students. It has got a 1960's infrastructure.
Jecrc is well known for its placements and tie ups with microsoft but its affilation to RTU gives it a backward push. Neither campus is so good.
Overall you should go for Amity, Second choice JECRC
