The cut-off will be released by DU and then you will get the admission. Cancel your admission in Jesus and Mary College and then take all your certificates from Jesus and Mary College. Then visit Lady Shri Ram College and repeat the same process of admission. Then pay the online fees on DU UG portal.

No, there is no chance for government. College. You may try private college.

According to your marks in NEET UG 2018 you have very less chances of getting a seat in deemed or private universities.
For this year for getting any private or deemed college you have to score around 450 under AIQ and 430 under state quota for open category.

There are lots of colleges and lots of universities, first list out the best university which offers your interested course and check the eligibility and prepare for that, location doesn't matter, but university rank matters. I hope this will help you.
