pharmacy people have a good options abroad. But the diploma level is not sufficient. So it is better to you to continue your bachelors degree, as a lateral entry in India itself rather than to go abroad. There are number of colleges which offer B.Pharm in tamilnadu , karnataka and in A.P. After that you can go abroad for your masters. For UK IELTS a minimum score of 6.5 and for US TOEFL a minimum score of 90 and GRE 1000 are required. After your masters, you can work there in abroad or you can come to your mother country. The scope of the job depends upon your capabilities and stuff. you can also go for masters in regulatory affairs in abroad, if you are interested. better to go either US or UK , where you can also improve your language skills.

The college may be filled as of now but you should confirm for the left over and vacant seats by going into the college in person or contacting them.
Also there are admissions against management seats that you can opt for if you are ready to pay some donation amount.

Distance Education Council (DEC) was an organisation based in New Delhi, India responsible for the promotion and coordination of the open university and distance education system and for determination of its standards in India.It recognizes ODL institutions on the basis of how prepared they are to offer programmes through distance mode depending upon their infrastructure, human and other resources, learner support system, and teaching methods. Recognition is the certification for offering education through ODL mode. It is, therefore, mandatory for institutions to get recognition from the DEC.ODL is open and distance learning.It is compulsory that all institutions should take prior approval from the DEC for all existing and new programmes they plan to offer through distance mode.

To pursue a M.Sc in 3D Animation which is a Masters degree course from IDC IIT Mumbai, the minimum eligibility requirement is a graduate degree in the fields like
Engineering / Architecture / Design/ Interior Design.
A graduate diploma in design from institutes like NID/CEPT or other highly recognized institutes.
Also Masters degree in Arts / Science / Computer Applications are eligible to write this exam.
Depending on the above mentioned details, it seem difficult for you to be eligible to write CEED but you may always contact the institute to further confirm the same.
