For MBA course, you need some years of work experience. Also, a lot will depend on your GMAT and IELTS scores. So if you have taken those exams, please mention their scores.

You can apply but admission chances with backlogs is slim. You will also put yourself at high risk of visa rejection. However, if you have a convincing SOP and LORs you may have a chance. Write to the universities before applying.

Both the specializations are in demand. Marketing is one of the key branch in the company. Finance is the necessity of every company, and no company can survive without a finance manager, so again finance is equally important.
So, you can go for any as per your interest area but pursue your MBA from a reputed B-school. I can suggest you some good MBA colleges which have good infrastructure, exposure, and faculty support and placement cell.

NUS and NTU are both highly reputed universities. 69.9% sounds a little low to me for admission in these universities. But if you have other factors to complement your profile like work experience, projects, research work, extra curricular activities, etc. then you definitely stand a chance.
