GPA in USA is weighted on a scale of 4.0
There is no formula to convert your GPA as per the US system. Infact, universities expect you to submit your GPA/CGPA/Percentage as it is.
If i had to convert your GPA as per the US education system, your GPA would be somewhere around 3.3

There isn't as such any star ratings given to a University in India. The Periyar University is a recognized University and is approved by the UGC and a a rating of B+ by NAAC.

You must have cleared all your subjects with no arrears in them.
If you have done so, then you should meet the university authorities stating that you would like to transfer to the college with valid reasons if they permit you then it is your gain.

I would suggest you to go for next year as CAT scores are valid for one year and if you sit for November 2010 CAT by the time you appear for your final exam there admissions would get over as the CAT result would be out by January 2011 after which GD & PI sessions would start, maximum by April all the procedures would be over and by June or July the session will start and I dont think if your Examinations would be held in march you would get the result before July - August.
