Hi Mounika,
Since you are interested in UPSC, i would like to say that their are two stages that you need to clear- preliminary exam and main exam in order to prepare for UPSC the minimum requirement is graduation from a recognized university and the age group is 21-30yrs. For your preparation i would suggest you to first join a good coaching center so that you have the relevant study material to start your preparation. Around top 50 candidates in Life Sciences and Chemical Sciences and top 25 each in Physical Sciences, Mathematical Sciences & Earth Sciences (including candidates from reserved categories as per norms of NET) from each of the two NET examinations conducted in a calendar year. Certain top ranking GATE qualified candidates in the subject areas of NET will also be called for interview.
Nature of Fellowship
Stipend : Rs.15000/- + HRA per month during the first two years of the fellowship and a Contingency grant of Rs.70000/- p.a. May be raised to Rs.18000/- + HRA per month from third year onwards on the basis of review/satisfactor

Generally, in Correspondence programs, there are no reservations on the basis of seats or in fee structure. Reason being the Correspondence programs are the programs open to all with the bare minimum eligibility criteria i.e. graduation and the fee structure is also not very high so, mostly students get easily placed in correspondence program. You also don't need to sit for any entrance examination.

In GRE 1000+ score is a score with this you can try to take admission however your university will communicate you about the score they require for the admission, for fees related details kindly refer this link:- http://www.ets.org/gre/general/about/fees/
Neverthless the basic knowledge of german language will help u to interact with german students and to find a job also if you desired course is taught in german language then also it will gonna help you alot.
