No, you are not eligible for NET as the minimum qualification required is Masters program in a relevant discipline from a recognized university.
Also PG Diploma does not stand equivalent to Masters degree.
***Any Indian citizen can appear for this exam. But they should have pursued the Master's degree as per the UGC norms. (Check the UGC website)

Yes, you can. But, interior design and B.Com course together will be strenuous task as both are totally different streams and demands proper time. So, it is up to you to decide whether you can balance both. Opt for both together ONLY if you feel that you can manage.
Secondly, two regular courses can't be pursued, one should be regular and the other should be distance / short term certificate course. Accordingly, you may go for B.Com and pursue short term interior design course afterwards.
So, decide sensibly before opting for both the courses.
