In order to pursue MBA you need to be graduate (10+2+3) or (10+2+4) in any field with atleast 50% marks in graduation, plus you need to take various management entrance test like CAT, MAT,XAT etc.
Please note that, the final selection in MBA institutes is made on the basis of:
1. Education background of the students.
2. Score in various management entrance test.
3. Performance in group discussions and personal interview.
4. Work experience if any.

As per your query, it seems that you wish to leave your diploma course in electrical and want to start a fresh course in mechanical engineering abroad.
So regarding this I would suggest that, if you are 12th pass then you should consider pursuing undergraduate degree in mechanical engineering.
In order to pursue undergraduate degree from universities abroad you need to be 12th pass, plus you need to take below mentioned test:
1. SAT (required by universities in US)
2. TOEFL or IELTS.
