You will need an F1 Visa if you have applied to Webster University as an international student. Once the Webster University application is submitted successfully, the university processes the I-20  within 2 to 3 weeks. 

It is good news that the I-20 cannot be issued later than 6 months so the university has do it faster.

A separate scholarship application is not required. This is a tuition fee disocunt.
