The 1st thing that the IIMs provide is the PGDM (Post graduation Diploma in Management) or PGPEX (Post Graduate Programme for Executives)not MBA, so, basically, you don't need to go under any university registration therefore, there is no such restriction on numbers, but the IIMs always prefer good student with good academic record and the most important thing is the CAT score, you need to score above 90 percentile to be eligible fort the second round of selection process.
So complete your b.tec with good marks as much as possible and then work hard for CAT.

You can not study at IIT however, you can study at IIM.
IIMs are renound management colleges and provide excellent job opportunities for passed out students. At least one year of solid preparations through some well known coaching center like TIME, PT education or Career Launcher, you can hope to achieve 99 percentile in CAT. Afterwards, based on your degree marks, GD and PI, you will be shortlisted for the admission.

Its very simple procedure. Just visit branch office of ICA and submit an application there. You can enrol immediately on payment of fees.

IIT does not accept CMJ Diploma for its BTech Programs. You need to be XII Science PCM Scholar with high credits to get into IIT Engineering.
You can do MBA after completing BCom. You can try for IIM through CAT, the entrance exams, which is of very high standard, and requires good mathematical aptitude, good reasoning and good Engilsh.
