As mentioned on the website, in the first phase of about two years, students have to study prescribed courses.
After passing examinations in these courses, students are admitted to the candidacy of the fellowship and may use the title of Associate Fellow*. In the second phase of about 2 years a student writes a thesis of doctoral standard.
However, no relevant details on learning mode and recognition are available. It is advisable that you speak to the officials directly for help.
