If she is interested in government jobs, then I would suggest you to get her enrolled in a graduation program and ask her to start the preparation for UPSC exam. She can also do law, if she is interested because she can later become a judge of district and high courts.

You can appear for it but the form filling date for JEE Mains is over and from next year you are not eligible for the same. But, if you have filled the form then you can get your admit card and appear for the exams.

Placement depends on your overall profile at the end. It was good but this year onwards we'll have to wait and watch because the competition is quite tough within as 2 new courses(120 students) have been added up an everyone sits together for placements.

I am sorry to say but our insitute has a minimum cutoff of 60% in academics. So, you can't apply even if you get good score in CAT.
