You can apply for transfer through lateral admission process, but for that you need to approach particular university or institute, those offer BALLB program.
Many universities offer BALLA program lateral admission in 3rd and 5th semester and do consider your academic record till your last semester.

Below 50% marks are not accepted abroad. Few countries like East Europe may accept, but not in Canada. Even your IELTS score is low. You need to improve your academic skills, and then plan to apply abroad.
