Make learning a habit. Try to learn something every day. It is much better to study for half and hour each day than to study for two hours once a week. You can accomplish this by reading an English language newspaper or listening to an English news broadcast on the radio or T.V.

It is not possible for you to apply to any university abroad without clearing your back logs. Untill and unless you have cleared all your backlogs, and have received all your marksheets/transcripts, you cannot apply to universities abroad for admission.
