When you have to attend all the classes as per the timing of college, it is called full time. You will get more time to understand the concepts from professor with apt time to perform experiments. On the other hand, in part-time your schedule is tight, you need time for studies as well as for your work.

University change or college change after first year is completely dependent on the university and college norms. Some universities allow it and some won't plus you need to have good scores in first year to apply for the same. For further details, contact the university authorities.

Firstly, we need to check your academic background to determine your eligibility. Ideally, you should hold a four year undergraduate degree. To apply to MS programs in US, you must clear the GRE. Also you must take the TOEFL. For financial matters you can opt for an education loan. If you have a very good profile, the university can consider you for a scholarship.

When you check the placement statistics of various top PGDM colleges you will see they will have an average package of, for example say Rs 15 lakhs per annum and the highest as Rs 25 lakhs per annum. Almost 90% of the time the highest package will be acquired by an experienced candidate having more than 2 years of good job experience. So it's you choice whether to opt or not.

You should select the stream according to your potential. It's better to choose PCMB because you can choose any of the option medical or engineering with this. If you want to go only to medical stream then you should choose PCB. If you want to go only to engineering stream then you should choose PCM. Hope this answer will help you.
