Hello KS Teja,
Yes, degree in many disciplines of engineering is acceptable for doing M.Tech in aeronautical/aerospace engineering branch. But I am afraid CSE finds no mention. I am attaching a link that will give you all the required information about the eligibility for different specialisations in M.Tech.

The placements of this branch are quite tough to get and I would strongly advise you to not venture into it, leaving your CSE.

For NIT Trichy, you should have a minimum score of 275 to get good branch. So, prepare yourself with this target hopefully you will achieve it.

There is no such procedure, any Graduate can apply for CAT exam. The exam generally happens in the last week of November so form fill up starts from August-September. You just fill the form and sit for the exam. Its better to write the Graduation marks in the form.
