Hi Manpreet,
As you have got a very low score in your 12th and you have not appeared for any Entrance Examination I would suggest you to go for a Diploma in Civil Engineering and then plan for Lateral Entry for B.Tech.
As far as Institutes are concerned, it is difficult to get admission in any good Institute so I would suggest you to try for some low tier private Institutes.
