Although, almost all the good Engineering Institutes like IITs or IISc etc. would require GATE as an eligibility to enter any of the M.Tech programme but if you are not able to give GATE look for some private or state level Institutes which would take their own entrance examination, for e.g. SVITS in Bhopal which conducts PET similarly there will be institute which would not require GATE. You can also try with IIITs; they probably conduct their own Entrance Examination.
