There will be an open advertisement in newspapers (may be not all over India)or you can constantly check the Anna University website where the admission notices start to display from March/April for the consequent year. Yes, you can get an educational loan for any college or university in India at a very low rate of interest, no matter the college is private or government. Mostly, the rate of interest on your loan starts only after graduation, that is, until you graduate, you won't be charged for any rate of interest. As per my knowledge, Union Bank of India provides educational loans at the lowest interest. You have to talk to the bank manager of UBI in your town/city.

Hello Komal, You have not specified as to which entrance exam you are talking about. Which college/university? However let me clarify that question papers with answers are invariably available on many websites. Unfortunately at Shiksha no particular agency can be promoted and hence specific name can not be given. If you google it, you will find answer.
