To become an astronaut you have to get these basic requirements-
-Bachelor's degree from an accredited institution in engineering, biological science, physical science, or mathematics.
- Should be a citizen of India
-Should be at least 21 years of age by the time you join. Age relaxation is there for SC/ST candidates.
-At least 1,000 hours pilot-in-command time in jet aircraft. Flight test experience is highly desirable.
After graduation, candidates can appear for the entrance exam which is held by NASA for the recruitment of scientists, Astronauts etc.
Hope it helps.

I would like to make you a suggestion that is instead of PGDBM you should go for MBA, reason being PGDBM isn't considered for further studies except if it is Certified by AIU. Secondly there are no. of good business schools within fee structure you mentioned.
below i'm providing link where you can check all such colleges as per your criteria.
good luck
