You could opt for UG in Animation or Fine Art. You may consider few colleges for Design, Art and Animation like- National Institute of Design, Indian Institute of Technolgy or MIT, FTII , Shristi, Symbiosis, Pearl,JJ College of Arts etc .Admissions to most of them are through entrance exams
You may also opt for Skill oriented programs in Animation Film Making from leading autonomus institutes in India.You may check list of all such organizations at your location.

yes you can get but after take admission there are many scholarship , college also can give scholarship at the base of you score in previous degree , today in many college if you have more than 80% then there is 15% off in fees , more than 90% 25% fees is off
