As you are having 8 years experience, I suggest you to go ahead with E-MBA from any reputed university in India,
There are some good institutes in India providing E-MBA, which is specially designed for experienced people and has equal or more weightage then a regular MBA.
Some top institutes in india providing E-MBA are,
IIM,
ICFAI,
IBS etc

Yes, you can apply. Most of the universities don’t ask you for the completion of masters degree to start PhD.
The requirements to get admission into Direct PhD Program, if you are applying with B.tech/BE:-
You MUST have a strong SOP and Recommendation letters to highlight your research interests. Since you are directly applying into PhD without Masters Degree you have to strongly expose your research interests and future plans.
Average GRE/TOEFL/GMAT score are enough.
Outstanding GPA
Having some research publications / technical projects
Real time work experience works well.
Good subject GRE score.

It is very difficult to mention list of colleges recognized by UGC/AICTE
Colleges are not recognized by UGC/AICTE, its University that the college is affiliated is recognized by UGC/AICTE.
So, check whether the college you choose is affiliated to a UGC/AICTE approved university.
