Yes! you are eligible for Ms at this university but you would need strong academic credentials in the masters already pursued, a good GRE score as well as a valid reason as to why you want to pursue your masters again.

Although it cannot be confirmed that the M.L or LL.M degrees are same but yes the two would be equivalent provided the University is approved and offers recognized degrees.
Annamalai University is a UGC approved University and all its courses are approved and valid.
