Your year lost will not affect your chances of getting admission in US universities, as long as you full fill the eligibility criteria.
Getting admission in US universities is very competitive, so you really need to have very good academic profile.
To pursue MS from US, you need to have:
Good academic record, preferably 60%-70% plus in graduation.
Relevant undergraduate degree from recognized university.
GRE score of 1200-1300 plus.
TOEFL score of 80-90 plus.

Well based on your prior education background of ECE, I would say that you can opt for certifications in the domain of Networking like CCNA (Cisco Certified Network Associate), CCNP (Cisco Certified Network Professional), or you may opt for JAVA, J2EE, Digital Signal Processing, VLSI Design, Embedded Systems and Industrial Automation, etc. Even SAP or Oracle will be a great idea.
All the above would certainly enhance your knowledge and aptitude as well as get you a bright future. Please note, that the history of backlogs will not affect your chances of getting admission in the US universities , but please make sure that at the time of applying to the university all of your backlogs are cleared.
