To get into MS in Computer Engineering program offered by any top 20 US university, students should have at least in the range of 320-340. score in Gradute Record Examination. However, this is just a general guideline. Getting a high score in GRE does not gurantee you for getting admission in your desired course/university. Specific requirements can vary depending on the university and the program.

That is a pretty good score. The selection is based on how you perform in the GD, PI and the micro presentation. Of course your marks will be considered on some level, but if manage to impress the panel enough, then there is a possibility that you might get selected. But the selection of the campus is not based on marks. It is random system generation.

If you are not satisfied with the study in your current institute, then you can try for JEE 2017. Try to get admitted in reputed IITs or NITs with full hard work and determination. But be sure in mind that you have to qualify the minimum selection marks deadline by any means.
Otherwise, you may accept the current situation and can think of betterment by your own way and focus on lab knowledge and practical tools of your stream of study.
Best of luck.
