Well after completing your B.Sc (IT), you are eligible for either courses depending on your area of interest.
If you are keen to pursue a technical education with more practical exposure, you may opt for MCA course; but if you are keen to study related to Science and Theory then opt for the M.Sc course as the M.Sc offers lesser practical exposure than the MCA course and is less technical as well.
But then both these courses offer great career option related to their respective streams of study.

It is kind of strange that in your previous query you have inquired about courses - M.Sc and MCA and in this question you are stating of pursuing M.Sc in IT already.
Anyways, Ph.D is a Doctorate level and M.tech is an engineering field, both of which are entirely different from one another and least of comparisons can be made.
If you plan to pursue a career in research and development then opt for the PhD program in the field of your interest but if you can keen to change your stream from much naive field of M.Sc to a far more technology based M.Tech.
There are several Universities offering both the options and based on the eligibility and procedure you may apply for the same.

Your score qualifies you to apply to the top 20 universities in USA. However, admission is not only on the basis of GRE score. There are various factors involved in the admission process like your UG percentage which is given alot of preference(Atleast 75% and above recommended), your GRE score, your statement of purpose in which you express your views to the university as to why they should admit you as well as your Letters of Recommendations. All these factors are taken into consideration before granting a student admission. LOR's and SOP's are so important that if a student has over 90% in his UG, has 1500+ GRE score and has other very impressive credentials, he can also get rejected if he does not frame a good SOP and LOR's.

MCA from University of Delhi is possible by qualifying an entrance test. The entrance exam has two sections of objective type questions consisting of:
1. Quantitative and Mathematical Ability Test which consists of Algebra,Calculus,Geometry(2-D,3-D),Real Analysis,Statistics and Linear Programming
2. Deductive and Logical Ability Test which consists of interpretations of Data,Problem Solving,Flowchart & Algorithms etc.
As for the eligibility is concerned, candidate need to pass the Bachelor's Degree/Masters degree with at least 60% (55% for reserved category students) marks in aggregate. It is also necessary for them to have one paper in Mathematics and another in Computer Science/Statistics/Operational research/Mathematics.

Animation as a career is huge and often is seen as a creative option for those who are keen to develop their skills in this field. There are several other industries too which often take the animation services like Medicine, Education, Defense, Marketing etc.
As for the tests for admission to an animation course is concerned, this may vary and gain rare results as most of the institutes either opt for the aptitude test conducted at the walk in basis or directly take admissions because most of the institutes are privately owned.
However institutes like NID, IDC IIT, and BIT Mesra conduct national level exams like DAT, NEED etc.

As suggested by Mr. Sisir it is difficult to get the transfer from one University to another in the middle of the semester. Although, you can try after completing your 2nd year but you need to show all the legal documents like Migration certificate, college leaving certificate etc. and for this you need to check with your college if they will give you a college leaving certificate or not, you also need to check with University in Bangalore whether or not they take transfer.
