Well after completing your B.Sc (IT), you are eligible for either courses depending on your area of interest.
If you are keen to pursue a technical education with more practical exposure, you may opt for MCA course; but if you are keen to study related to Science and Theory then opt for the M.Sc course as the M.Sc offers lesser practical exposure than the MCA course and is less technical as well.
But then both these courses offer great career option related to their respective streams of study.

It is kind of strange that in your previous query you have inquired about courses - M.Sc and MCA and in this question you are stating of pursuing M.Sc in IT already.
Anyways, Ph.D is a Doctorate level and M.tech is an engineering field, both of which are entirely different from one another and least of comparisons can be made.
If you plan to pursue a career in research and development then opt for the PhD program in the field of your interest but if you can keen to change your stream from much naive field of M.Sc to a far more technology based M.Tech.

It is not very clear from your query that whether you want to take up Gujarati as another subject along with M.Com or you want to do M.Com in Gujarati. If you want to do M. Com in Gujarati then I would suggest that it would be better that you do your M.Com through English Medium as M.Com in Gujarati may hold some value in Gujarat but not in all the parts of India, so you would get very limited job opportunities.

As suggested by Mr. Sisir it is difficult to get the transfer from one University to another in the middle of the semester. Although, you can try after completing your 2nd year but you need to show all the legal documents like Migration certificate, college leaving certificate etc. and for this you need to check with your college if they will give you a college leaving certificate or not, you also need to check with University in Bangalore whether or not they take transfer.

BIBS do provide a University recognized degree but which University they are affiliated to is a big question mark, so I would suggest you to talk to the University Authorities regarding their affiliation and if needed ask for the legal documents of their affiliation.
