first of all as you are a hs passed in distance then I would suggest to do some regular graduation. which will cover your distance hs. Now in regular you do Any graduation, BA gen or honours or Bsc gen or honours anything you want. Make sure it is regular. And do corresponding nursing course. But diploma one. diploma in nursing. Now after graduation you will have a diploma in nursing and graduate (regular). then if you want you can go for B.Sc. in nursing. Total Safe. One by one step. In this case you diploma will be enough. Diploma will be in distance but you have a degree of graduation in regular. So no worry.
Otherwise you can directly go for BSc in Nursing but in this case it will be distance. Total distance. Risk is more.

Both the countries you mentioned are among the finest study destination to pursue studies, there are many good universities in these countries which offers masters degree in ECE. and related fields.
The cost of education in Germany would be very less as compared to education in US, however please remember getting admission in German universities would be very competitive as compared to US universities.
Please remember since pursuing education abroad involves a huge investment of time and money, so a proper research should be done to select the best universities offering course of your interest.
You should not simply pursue education abroad just for the sake of going abroad, because not all the universities abroad are good.
For pursuing education abroad, you need to first of all decide, in which country you wish to study, then you need to decide how are you going to finance your studies.
Finally you need to know which good universities are offering course your interest, and what are their eligibility criteria.
Please remember every university has its own course specific eligibility criteria for admission, in order to know the exact eligibility criteria it would be always advisable to browse through the university's website you wish to apply.
Overall, in order to pursue masters degree from universities in US and Germany, you need to have relevant undergraduate degree from recognized university with good academic record preferably 60%-70% plus in graduation, plus you need to take below mentioned tests:
1. GRE.
2. TOEFL or IELTS.
However, please remember since Germany is a non English speaking country, and their national language is German, so it is always advisable for students to pursue some basic level German language course before leaving for Germany.
